By participating in this Special Event I understand that I and my guests will participate at our own risk.
1. Assumption of Risk. I expressly acknowledge that I am participating in the Special Event and any or all of the activities involved with the Special Event completely voluntarily and in no way hold Panama Posse and Good Nautical Inc. responsible for any liability, injury, death or loss, involved.
2. Waiver and Release. I waive and release Panama Posse and Good Nautical Inc. and its Board of Directors, Marinas, Sponsors, fellow participants agents and/or those connected with the event from all claims for any liability, injury, death, loss or damage in any way connected with or arising out of my participation in the Special Event.
3. Indemnification. I agree to indemnify and hold harmless (in other words reimburse and be responsible for) Panama Posse and Good Nautical Inc. and it’s Board of Directors , Marinas, Sponsors, fellow participants agents and/or those and/or those connected with the Special Event from all claims for any liability, injury, death, loss or damage in any way arising out of my participation in the event.
4. Medical Attention. I agree that Panama Posse and Good Nautical Inc. will not provide me with medical care or medical attention and that participation in the Special Event is totally voluntary and I participate at my own risk.
5. Binding Effect. This instrument shall be binding upon my relatives, personal representatives, heirs, beneficiaries, next of kin, or assigns and shall inure to the benefit of Panama Posse and Good Nautical Inc.
6. Invalidity/Unenforceability. If any provision of this instrument is held to be invalid or unenforceable, this instrument shall be construed as if such valid or unenforceable provision was not contained herein.
7. Applicable Law. Because Panama Posse and Good Nautical Inc. is located in several countries, and in order to provide certainty in the law to be applied to the construction of this instrument, this instrument shall be governed, construed and enforced in accordance under maritime law.
8. I hereby grant Panama Posse and Good Nautical Inc. the irrevocable right and permission to use photographs and/or video recordings of me at Panama Posse Events and in publications, promotional flyers, educational materials, derivative works, or for any other similar purpose without compensation to me.
9. I understand and agree that such photographs and/or video recordings of me may be placed on the Internet. I also understand and agree that I may be identified by name and/or title in printed, Internet or broadcast information that might accompany the photographs and/or video recordings of me. I waive the right to approve the final product. I agree that all such portraits, pictures, photographs, video and audio recordings, and any reproductions thereof, and all plates, negatives, recording tape and digital files are and shall remain the property of the University.
10. I hereby release, acquit and forever discharge the Panama Posse and Good Nautical Inc. its current and former trustees, agents, officers and employees of the above-named entities from any and all claims, demands, rights, promises, damages and liabilities arising out of or in connection with the use or distribution of said photographs and/or video recordings, including but not limited to any claims for invasion of privacy, appropriation of likeness or defamation.

1) OVERVIEW
The Panama Posse Rally sails from California to Florida (and back) via the Central American Pacific and Western Caribbean waters. It’s name and formation was conceived to allow for the joining of like-minded cruisers, adventurers and explorers and creating small pods. Each vessels sets sail at their own schedule and over 155 yachts have signed up for this 4th season for the first time connecting California and Florida in an organized formation. The mostly US Flagged Participants ( 85% followed by Canada and other western nation states ) collect and disseminate the latest information and live observations in the area. The organization has negotiated discounts for all participants with over 40 marinas in 13 countries. This 4th season expands the route in the Caribbean with a cumulative distance of up to 4,500 nm journey via Mexico, Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica, Panama and the Panama Canal, Colombia, Jamaica, Roatan, Rio Dulce, Belize, Yucatan peninsula via Cuba to Key West.
Generally, the routes of the Panama Posse are as safe as any waters in the world. Low risk does not mean no risk, however, and simple common-sense precautions should be taken no matter where you and your vessel find yourselves. While cruisers in previous Posses have lost outboards and other valuables to theft, but it has been exceedingly rare.
2) GENERAL SAFETY AND SECURITY
Personal Security
- Follow the communication plan. Check in with the weekly calls and always read the weekly email update.
- Be modest in your appearance at all times, on deck and ashore. Leave fancy jewelry at home.
- Women should be cautious about running, or shopping in public markets, alone.
- Carry only a laminated copy of your passport when ashore, leaving your original passport in the ship’s safe.
- Don’t even consider purchasing firearms, but do purchase pepper spray. Bear spray sold in sporting goods stores is industrial sized, longer range version of pepper spray. (Note: In most countries south of the USA, Mace, Dog and Bear Sprays are illegal)
- Use a taxi for provisioning in higher risk areas having the driver wait or accompany you shopping.
- Leave debit cards at home as they allow thieves to completely drain your account. Alternatively keep minimal money in the accounts linked to the card so you minimize any losses. Credit cards, although they have higher rates for cash advances also limit your risk.
- Have copies of personal information (passport and other ID, credit cards, boat registry, boat insurance and other important documents) available in case of loss/theft. You can photograph and store on a memory stick, photocopy, or photograph and store on the web (for example, create a draft email with all the photos and store in your email’s draft folder, or email to yourself)
3) VESSEL SECURITY & BEST PRACTICES
- Never leave gear lying unattended on deck or in your dinghy. Secure hatches and portholes when sleeping when in questionable areas.
- Consider installing a motion alarm system or motion activated lights on deck (Solar powered motion activated lights can be purchased at most large hardware stores in the region for a few dollars).
- Install a safe, ideally large enough for your laptop computer.
- Ensure all hatches, companionways, etc. are secure and will withstand reasonable efforts to breach them. Some companionways are wooden slats or hinged doors that would be susceptible to a strong kick or a sliding glass door that can be ‘derailed’ and lifted off their tracks. These should be secured or reinforced so that they are more secure.
- Window shades or coverings should be in place so that bad people outside the cabin cannot see people inside and threaten them with firearms.
- Make sure your boat is lockable from the inside.
- Have a second wallet with small amount of cash, an expired credit card or two and perhaps cheap watch or old cell phone to give aggressive intruders, or leave lying around as a ‘decoy’.
- Find or make several ‘hidey holes’ for valuables and cash, so that if one is discovered (or you are forced to reveal one) the others may be safe.
- Always lock hatches and ports when leaving the vessel and leave lights and music on if going ashore in the evening.
- Lock up all cameras, computers, wallets, jewelry and other valuables when going ashore or at night.
- ALWAYS lock your outboard to your dinghy and ALWAYS hoist your dinghy and motor out of the water on a bridle or davits at night. Lock your dinghy when leaving it ashore.
- Get to know your neighbors on boats anchored or moored near you.
- In the most questionable areas, it may be prudent to turn off your AIS transmitter while underway.

4) ORGANIZED CONVOYS UNDER THE PANAMA POSSE
Before Departure
‘Know before you go’ - Read Panama Posse updates, Noonsite (https://www.noonsite.com/ ), Caribbean Safety & Security Network https://safetyandsecuritynet.org/ ), and Facebook cruising groups (search for <destination name> and <cruising &/or cruisers> on Facebook) for the most recent reports prior to going anywhere for up to date information on the risk environment.
Northeast Coast of Nicaragua and Honduras
In the recent past, criminal elements have boarded, held at gunpoint and ransacked vessels passing through this region. The chart below is a composite of incidents between 2014 and 2020 for the area from the Caribbean Safety and Security Net (CSSN), linked here at https://safetyandsecuritynet.org/. Red pins represent attacks, and yellow pins represent attempted attacks.
These violent incidents appear to be executed by “part-time pirates”, fisherman who organize on an ad hoc basis and seize targets of opportunity in the absence of effective law enforcement. They do not target larger commercial vessels at this time.
Geographically, the Honduran and Nicaraguan east coasts do not provide harbor for larger vessels and the national navies are small and poorly equipped to deal with the issue, as they are small forces primarily designed for dealing with coastal and riverine security. The naval forces are under-resourced.
As the incidents normally occur well offshore, often between 75 and 125 miles from land, they are beyond VHF radio range from shore bases, and in any case it is believed the relevant navies do not effectively maintain a 24/7 radio watch. It is uncertain what other illegal activities these part time pirates may engage in.
While these areas are variously within the territorial waters or exclusive economic zones of Colombia, Guatemala, or Honduras, they are not effectively patrolled or policed by any of these states. Adding complication to the situation, some areas including the Serranilla Bank are disputed territories.
Security and Safety Risks Associated with the Entire Coast of Venezuela
For westbound vessels, a transit of the Venezuelan coast from Trinidad to the ABCs and Columbia is often undertaken. For vessels leaving Colombia to points north, a close approach to the easternmost stretch of the Venezuelan coast is also unavoidable. There has also been an increase in piracy activities in the coastal waters near Trinidad, believed to be the actions of Venezuelan smugglers.
Additional precautions recommended
In these areas, it is recommended that additional security precautions are taken, including extra check ins, convoys, and enhanced float plans.

CONVOY STRATEGY
- Convoys should be formed when passing through waters known to be dangerous. This is a step up from ‘buddy boating’ and entails additional preparations and precautions.
- Convoys are not formed so that vessels not under attack can come to the physical assistance of those vessels under attack. They are formed to discourage attacks by showing a greater presence, and to allow vessels not under attack to call for help for vessels under attack.
- Every convoy should have a designated convoy leader. The leader of the convoy should not try to micro manage, he/she will have enough to do dealing without any of the problems that might occur. There will be potential disputes which can, if not dealt with promptly, cause upset within the convoy. They must be part counsellor and mediator. The abiding rule is that no-one will be left behind and that all vessels undertake whatever measures are necessary to ensure that the yachts that leave together arrive together.
Convoy leaders should typically have the most robust and greatest variety of communications options (VHF, Sat comms (Inreach, Iridium, etc.), HF/SSB). - Boat speed should be determined by the speed of the slowest yacht, but all should be able to make ~5 kts boat speed. Routes should be determined for comfort, efficient passage and safety.
- Be prepared for engine problems during convoy; ensure a tow is available.
- Effective communication among the convoy vessels is essential. A communications plan should be established and followed. Radio communications between vessels should be limited in number and conducted at the lowest power/profile possible to avoid giving away the presence or position of the convoy (use lowest power on built in VHF or hand held radios, establish a ‘ping’ via DSC radio for check ins, etc.). Define a schedule that is irregular (e.g. not every hour on the hour, but a list of times to follow). Do not use channel 16, use an alternate channel or series of channels. Check ins should be approximately every two to three hours. An agreed channel should be monitored by all vessels 24/7.
- Satellite tracking should be enabled for all vessels that have it. AIS (transmit) should be available but may be set to ‘silent’ for passages in the worst / most dangerous areas.
- Create a float plan with waypoints every ~12 hours (every ~50-60 miles or so) for all vessels to follow.
- Use code names for each of the yachts in the convoy. Have a separate code name for the convoy itself (to use in all vessel hails).
- Always try to manage speed and course so all members of the convoy always remain in clear sight of all other members of the convoy (Maximum distance 2.5 Nm). Spreading out further will not let approaching vessels see the size of the group, and the size of the group is what gives the safety in numbers. Sailing in closer proximity makes watchkeeping more difficult.
- In the most dangerous areas, consider motoring with sails down during daylight hours (reduces your long range visibility), only using sails at night.
- Consider using only deck level running lights at night (reduces your long range visibility)
- In the event of an anticipated attack (shadowing by unknown vessel(s), approach by multiple unknown vessels, etc.):
- Radio alert (PAN PAN) on agreed monitor channel to all convoy members
- Leader (or designate if leader is vessel being approached) makes PAN PAN call, emails/messages Posse HQ with PAN PAN message
- Note particulars of approaching vessel(s) (number, type, colour, number of crew, speed, etc.) report to all vessels and Posse HQ ASAP.
- Tighten up convoy ‘formation’ so vessels are in clearer view – approx. 0.25-0.50 Nm maximum (in case of MOB, etc.)
- Turn away from approaching vessels and increase convoy speed to agreed maximum (leaving no one behind)
- All vessels activate their individual ‘action plans’ (crew is on station, hatches locked, etc.)
- Raise “Peligro COVID 19” banners/signs (if you have them) in clear view
- Consider having one vessel respond to PAN PAN call impersonating a USCG or USN ship, signaling response and giving an ETA
- Upon close approach, maneuver aggressively (rapid port and starboard turns of 35-45° at max vessel speed on either side of desired course to make boarding difficult).
- In the event of an actual attack (i.e. one of the convoy vessels is boarded or fired upon):
- Vessel under attack sets off DSC Mayday
- Vessel under attack sets off EPIRB
- Vessel under attack sends SOS(s) by all other available means (Inreach SOS to GOES, e-mail / sms message Posse HQ, SOS on HF/SSB, etc.)
- Convoy leader or designate sends SOS(s) by e-mail / sms message to Posse HQ.
- All Vessels Ensure AIS transponders are set to transmit
- Note particulars of attacking vessel(s), report ASAP.
Every vessel should have an electronic (for emailing) and a printed copy (for referring to when making radio calls in the heat of the moment) of a profile document for every other vessel in the convoy (as attached).

Quarantine and Clearing Procedures
FLAG PROTOCOL
Usually one Q (YELLOW) flag when requesting clearance(‘My vessel is “healthy” and I request free pratique’ – flown until free pratique granted)or two Q flags or Q+repeat when in quarantine(‘I require health clearance’ – again flown until health clearance/pratique granted).
On a sailing vessel the Q FLAG is flown on the starboard spreader under visiting countries ensign which shall always be flown higher out of respect .The courtesy Ensign has the superior position on the Starboard Crosstrees.
Certain jurisdictions may require/request additional/alternate flags be flown, so it is handy to have a full set of flags aboard. It is suggested that captains obtain extra or heavy duty Q flags as it may be required to fly them for an extended period if in quarantine: the typical off the shelf Q flags are not designed for extended use.(The international code of signals can be downloaded from https://msi.nga.mil/Publications/ICOS to learn other flags signals and uses.)
PLANNING AHEAD DURING EPIDEMICS
As countries lift – reinstate – ease or tighten quarantine and travel restrictions for private yachts, associated marinas, marine service businesses will also be affected and need to establish a common protocol.
1) EXITING A COUNTRY ON A PRIVATE VESSEL
If you are able get a viable test for you and the crew and enter this test into your vessel’s log book as a official ships record -Record each crew member’s temperature date and time and location and take a picture of the crew member with the thermometer and publish it into the LINE group for and additional witnesses and digital log and time stamp !
Save your test results into a physical and a digital folder ( google / dropbox a.m.o. will allow you to share those docks with others so it’s a good choice )

2) ENTERING A COUNTRY FROM THE HIGH SEAS
Notify Country of intentions via email ahead of time or logged phone call and write it in your ships log
If you have been at seas for over 14 days and can prove it ( GPS track and logbook ) upon arrival in a new country you must comply with the clearing in procedures
During a epidemic countries will designate your entry to a Quarantine area such as a Q dock or Q anchorage or Q dock within a marina.
It is your responsibility to comply with these rules and be sensitive to changes to these rule sets on a moments notice.
3) ENTERING A COUNTRY FROM ANOTHER COASTAL COUNTRY or ADJACENT NEARBY MARITIME AREA
Please check with official government website for the country you are visiting, to ensure:
- If a health screening is needed prior to your departure (or be aware that a screening is to be expected at your arrival).
- If a negative covid test is needed prior to your arrival AND if it needs to be within a certain time frame. i.e. A person must get and receive a negative Covid test within 10 days of arrival to new destination. (Currently, the Bahamas requires a negative test with 10 days of arrival)
- Make sure your country of origin/passport is accepted for entry. Countries are imposing ongoing regulations and restrictions on visitors and your country of origin may not be allowed for clearing in. Please contact ports ahead of time for possible exceptions if persons/crew on a boat are of differing origin; if one origin is “banned” and another is “not banned”.
4) MOVING AROUND A COUNTRY WITHIN THE SAME MARITIME AREAS AS A FOREIGN FLAGGED VESSEL
Please adhere to local guidelines and follow best practices – if clearing in and out with port captains is required establish an electronic methodology
Reduce your interaction in with individuals, wear masks, practice social distancing and adhere to local guidelines whenever possible.Upon returning to your vessel wash your hands and clean any documents.
5) APPROACHING A MARINA, YACHT CLUB or FUEL DOCK

6) MARINA STAFF ASSISTING VESSELS AT THE DOCK
As a best practice, employees assisting at the dock should maintain social distancing while in phase one of reopeningguidance.
• Instruct your dock hand to maintain a 6ft distance when possible• Require your dock hand to have a face-covering available (bandana, cloth mask, N95 mask, or other)• Instruct dock hands to wash their hands often and not to touch their face. They should be following standardhygienic practices regarding coughing and sneezing, utilizing the elbow.• Provide dock hands with hand sanitizer and other means to clean and disinfect their hands.• Have dock hands radio incoming vessels and ask if they need assistance approaching the dock (as opposed toautomatically jumping in to help)• Encourage dock hands to use mooring hooks, when applicable, rather than handing lines from the customersto the dock hand. This will help maintain social distancing.

THE CENTER FOR DISEASE CONTROL CDC has issued guidance relatedto cleaning and disinfecting community facilities i.e. Marinas. Additionally, the CDC has provided a list of products that are bestsuited for killing the virus.
It is important to note that Marinas deploy enhanced cleaning procedures and adhere to worker protection and provide training to the staff.Marina Staff Training must include a review of when Personal ProtectiveEquipment (PPE) is required, what PPE is necessary, and how to put on, take off, and properly dispose of PPE
• Office areas: OSHA’s Blood Borne Pathogen Standard— desktops, phones, computers, chairs, door handles• Ship store: door handles, countertops, phones, computers• Docks: gates, PIN pads, card readers, handles• Fuel dock: fuel pump nozzle, PIN pads
As a best practice, while under stay-at-home orders, yards at marinas and yacht clubs should remain secure so thatadmittance can be monitored by the owners/operators. In the event a vessel owner or other persons wish to accesstheir vessel, they should be cautioned about social distancing and monitored to ensure no groups form.This is important to protect your employees as well. Follow any local stay-at-home orders.As different states lift stay-at-home orders and relieve restrictions on businesses, these guidelines will change. It isbest to think about how Marina operations will change as restrictions lift.

ICE

- Not recommended if you have to scoop your own ice from an icebox.
- If push button ice machine available, use disinfectant after touching button, clean base of bucket, and wash hands once home.
LAUNDRY ROOM

- Wear a mask when going indoors, wash/disinfect hands after handling money/coins, public facilities,
- Get fresh air during laundry washing/drying.
- If you paid for laundry services: place laundry bag with clean clothes on a towel or designated area in your boat that can be disinfected and wait (up to 3 days) to put laundry away or until we know exactly how long the virus survives on clothing.
CRUISERS LOUNGES

- Wear a mask, social distance, airflow?, and try to limit quantity of time spent in an enclosed area of its being shared with others.
7) FUEL DOCK OPERATIONS
- Fuel docks should maintain social distancing while in phase one of the reopening guidance.
- Fuel dock operations will require a payment process that limits interaction.
- Some marinas have implemented a pay-by-phone policy to limit close interaction.
- Some marinas have implemented self-serve fueling with supervision from the ship store or fuel dock office.
- In full serve operations, employees should remain socially distant from customers, use appropriate PPE, and wash hands or use hand sanitizer at the end of each transaction.
- A similar procedure may be implemented for pump out operations
8) BOAT SERVICES
- These are some guidelines to follow when performing boat service.
- Technicians can work solo on a unit without the customer or others nearby.
- If a technician needs physical help completing a task, other dealership team members can wear disposable gloves and N95 face masks to protect both employees.
- All work spaces should be cleaned and disinfected before and after an employee performs service.
- Technicians should use their own bins or carts to move parts and tools to and from the boat.
- If an employee is finished using a cart, then it and any tools used should be disinfected.
- Communicate with the customer using technology rather than in-person conversations—i.e.,
- Emails
- SMS, TXT, MMS messages
- Phone calls
- VHF Working Channel
- Video voice or messaging apps such as

9) DELIVERIES OF PROVISIONS / PROPANE / PARTS / PACKAGES
- Have delivery placed outside your boat or in a designated area of your boat.
- If someone is assisting you with placing something inside your boat like batteries, be sure they take off their shoes, wear a mask, and offer disinfectant hand gel before entering.
- Leave packaging such as cardboard boxes outside your boat
- Wash hands with soap/water immediately after handling outside packages, parts, propane.
Extra precautionary measures: use disinfectant wipes to clean outside surfaces before bringing them back onto your boat; i.e. plastic food packages, parts, tools. Wash fruits and veggies before storing them on your boat.
10) FRIENDLY FELLOW PANAMA POSSE OR OTHER BOATERS ON THE DOCKS OR ON THEIR VESSELS
Assisting vessels at the dock. Good to VHF radio whether or not you want help on the Marina VHF or local net channel

Guatemala has published update to entry guidelines by land and sea. Effective January 3. Must be fully vaccinated 14 days before entry. Under 12 exempt. Antigen or PCR no more than 72 hrs prior to entry checkpoint. Under 10 exempt. Notice posted by Guatemalan Tourism Board and Ministry of Health Hope this is helpful to others.
- GUATEMALA – OPEN Guatemala has updated their official government entry requirements to now allow tourists to enter restriction-free if they can present evidence that they have received 2 full doses.The last dose must have been administered no less than 2 weeks prior to the date of travel.

Here is what is required and the alternatives.To enter Guatemala by boat you need a PCR test that was taken within 72 hours of the time that you departed your last port. They will assume that you have remained on board since that departure and have therefore not been exposed since the test was taken. Your Zarpe will establish the date of departure so the PCR must be no mre than 72 hours before the date of the Zarpe. In the case of those comeing from the US where Zarpe’s are not reoutinly provided, you should either get some varification from the Coast Guard or other source validating your date and time of departure.For those who arrive in Livingston without a PCR test, you have two options. You can take a PCR test in Livingston or you can agree to 15 days quarantine.
We are making inquiries to clarify that question but for now everyone should proceed with the understanding that only a PCR is acceptable.
As you approach Livingston you can notify authorities that you are heading for Nana Juana Marina which is a government approved Marina during Covid

“Changes to COVID protocols for entry to El Salvador by sea.
If you received a COVID vaccination you may now enter El Salvador by showing proof of vaccination. If the vaccination is the two-dose type you must present proof of receiving both doses.
For all others you must present either a negative PCR-RT, LAMP, or NAAT test. You must arrive withing 72-hours of receiving the test results.

Here is the arrival protocol for boats coming to Bahia del Sol: You must arrive with a negative COVID-19 PCR-RT test within 72 hours of receiving the results. From some ports it will be impossible to comply but, from Chiapas and Puesta del Sol, Nicaguara you can do it within the time limit. It will take strong organizational skills to receive the test and check out in order to make it to Bahia in time.
Normal passage time from Chiapas is 42 hours and Puesta del Sol about 26 hours. We are sure the harbormasters in Marina Chiapas and Puesta del Sol will work with you.

Entry and Exit Requirements:
Are U.S. citizens permitted to enter? Yes. The Government of El Salvador reopened the International Airport on September 19 with enhanced health protocols, which may include but not be limited to requiring the wearing of a mask at all times, maintaining social distancing, and temperature checks. For more information regarding the reopening of the airport and the measures that will be implemented, please consult the website of the Comisión Ejecutiva Portuaria Autónoma (CEPA). There are no exit restrictions in place. Is a negative COVID-19 test (PCR and/or serology) required for entry? Yes. The government of El Salvador is requiring all airlines to obtain an original negative PCR test result issued within 72 hours of departure for all international passengers prior to allowing them to board. It is very important that you consult with your airline for full details prior to attempting to travel. U.S. citizens are required to present an original negative PCR test result issued within 72 hours of entering El Salvador at any point of entry. The El Salvador health department just released a requirement for all persons arriving by air must have a PCR Covid-19 test (negative) within 72 hours before arrival.

Effective June 2, 2021, The Government of Honduras has updated its requirements for entry into the country. All travelers must still complete the online pre-check form, but fully vaccinated individuals with their original vaccination certificate are no longer required to provide proof of a negative COVID test upon entry in Honduras. COSTA RICA ENTRY UPDATES
As of August 1, 2021, all tourists under 18 years of age can enter the country without a travel policy.
As of August 1, 2021, all tourists who are fully vaccinated against COVID-19 and inoculated with Moderna, Pfizer-BioNTech, AstraZeneca or Johnson & Johnson can enter the country without a travel policy. The last dose of the vaccine must have been applied at least 14 days before arrival in Costa Rica.
Vaccinated tourists must attach the vaccination certificate to the Health Pass. As proof, vaccination certificates and vaccination cards that contain at least the following information will be accepted:
1. Name of the person who received the vaccine
2. Date of each dose
3. Pharmaceutical house
In the case of U.S. travelers, the “COVID-19 vaccination record card” will be accepted.

All people entering Costa Rica must complete the digital epidemiological form. This is known as the “Health Pass” or “Pase de Salud.” Click here for a link to the form. Tourists must obtain a negative PCR coronavirus test. The sample for this test must have been taken at most 72 hours before the first flight in your itinerary. Vessels are allowed into our country for the purposes of cargo and pleasure only. Kindly fill out the Notice of Arrival (NOA) form and email to us 24hrs prior to arrival. A part of our requirements is that each crew member/passenger take a Covid-19 test at least 72-48 hrs prior to arriving in Belize. If you’re voyage takes more than 3 days before you arrive in Belize, you must notify the authorities whether or not you stopped at any another port of entry before arriving in Belize. Upon arrival you must present copies of your registration for the vessel, clearance from last port, crew list from last port, your passports (to Immigration) and your Covid tests (to Health Officer). You have the option of using a shipping agent or you must submit the above documents on your own.
You will need 5 copies of Vessel Registration, 5 copies of Crew List, 5 copies of Clearance from last port. You will need to email the NOA to the BPA San Pedro Office (belizeportauthoritysanpedro@portauthority.bz) so they can arrange for the boarding party in advance.

Belize has officially reopened its maritime borders for yachting tourism. The authorized maritime ports of entry will be San Pedro, Belize City and Placencia.
The reopening has been approved under the following conditions:
A licensed shipping agent is required for the vessel to enter; only shipping agents with special licenses are authorized to deal with these non-commercial vessels and are authorized to charge a set tariff of no more than $150 for their service
Notice to enter must be made at least 72 hours prior to arrival
The yacht’s crew and passengers must show proof of a negative COVID-19 test upon entry. Both PCR (taken within 72 hours of arrival) and rapid antigen (taken within 48 hours of arrival) tests are accepted.
The Belize Port Authority, the regulatory agency for Belize’s maritime borders, said in an announcement that it’s confident that yachting tourism can be carried out safely by following approved local and international health guidelines along with established boarding procedures and protocols.
Yachting tourism in Belize is a niche market with tremendous potential for further growth, the Belize Tourism Board said. COVID-19 has caused many families to rethink travel and yachting tourism allows for families to vacation safely within a “bubble.” Belize’s pristine waters and tropical climate offer the ideal setting for yachting vacations where visitors can enjoy fishing, snorkeling, diving and many other attractions safely.
Any traveler is permitted to visit Belize at this time. All travelers, however, must download the Belize Health App and input the required information no more than 72 hours prior to landing in Belize. Additional requirements are enforced for those traveling by air and staying on land.

Presently there is curfew in place 20:00 to 05:00. Apart from that, the usual no bars, and gyms are open. Restaurants are mostly pickup or delivery unless they have open air seating available. Besides that our two districts adjacent to Mexico have been cut off from the rest of the country and neither is inter-district traveling permitted within those districts, all in an effort to contain the numbers.

Good news Havana Airport reopens to international traffic starting Nov 10. There aren’t many scheduled flights as yet, but the airlines such as Condor and Air France are getting ready.

Effective immediately the 5th day post arrival test has been eliminated for all travelers regardless of vaccination status.
A negative rapid antigen or PCR test taken within 72 hours of travel is still required for vaccinated travelers to obtain a health travel visa for entering the Bahamas. A negative PCR test taken with 72 hours of travel is required for unvaccinated travelers to obtain a health travel visa for entering the Bahamas.
Unvaccinated travelers will also be required to submit a daily health questionnaire for 14 days post arrival.

Please Note: The Bahamas has suspended the mandatory COVID-19 RT-PCR testing requirement for vaccinated travellers, which was expected to take effect on 7 January 2022. Rapid Antigen tests will continue to be accepted for fully vaccinated persons.

STEP 2: Bahamas Travel Health Visa Application
All visitors travelling to The Bahamas are required to apply for a Bahamas Travel Health Visa at travel.gov.bs.
Effective 1 October 2021, a Travel Health Visa is no longer required for inter-island travel within The Bahamas.
As of 13 December 2021, the Travel Health Visa requirement for citizens and residents was discontinued. Instead, Bahamian citizens and residents are required to present a negative COVID-19 test at check in prior to departure to The Bahamas.
VACCINATED TRAVELLERS
Fully vaccinated visitors are required to upload negative COVID-19 test results (either a Rapid Antigen Test or RT-PCR Test) in addition to valid proof of vaccination confirming they have passed the two-week immunity period (such as CDC or government issued vaccine record card).
At this time, the Bahamas Government will only be accepting vaccinations by AstraZeneca (Vaxzevria/Covishield), Janseen (Johnson & Johnson), Pfizer-BioNTech (Comirnaty), Moderna (Spikevax), Sinopharm, Covaxin or Sinovac.
UNVACCINATED TRAVELLERS
Effective 27 December 2021, all unvaccinated visitors, ages 12 and older, are required to upload their negative COVID-19 RT-PCR test results. Tests must be taken up to three days (72 hours) prior to the date of arrival.

Any COVID-19 RT-PCR or COVID-19 Rapid Antigen Test taken in The Bahamas prior to travel will not be valid for re-entry unless a person travels from The Bahamas and returns within a period of 24-hours.
ALL VISITORS
As part of the Bahamas Travel Health Visa application, travellers will be required to opt in to the COVID-19 health insurance that covers them for the duration of their stay in The Bahamas, up to one (1) month. The cost of insurance is included in the Bahamas Travel Health Visa application fee.
Bahamas Travel Health Visa applications can take up to 24 hours to process and should be completed with adequate lead time.
The cost of the Bahamas Travel Health Visa is dependent on length of stay and vaccination status.

NASSAU, Bahamas, 1st October 2020 – The Islands of The Bahamas remains committed to welcoming visitors to its shores and providing an exceptional tropical vacation coupled with our world famous warm and friendly hospitality, while, responsibly enforcing public health and safety measures to protect residents and visitors alike.
While 15th October is still set for the reopening of the tourism sector, until 31th October all incoming visitors must “Vacation in Place” for 14 days or the duration of stay, whichever is shorter, which means limiting the vacation experience to the grounds and amenities of a traveler’s hotel or accommodations. Beginning 1st November, The Bahamas will remove the mandatory “Vacation in Place” requirement for all visitors, returning citizens and residents thereby, enabling everyone to move about and explore the destination beyond the confines of their hotel or other accommodations.
The new protocols will require visitors, and returning citizens and residents to obtain a RT-PCR (swab) test no more than seven (7) days prior to their travel to The Bahamas.
In addition, and to ensure that travelers remain COVID free, a rapid antigen test will be conducted upon arrival, and then again four days (96 hours) after arrival in The Bahamas.
Specifics are as follows:
Prior to Travel:
• COVID-19 RT-PCR Test: All persons traveling to The Bahamas must obtain a negative COVID-19 RT-PCR (swab) test taken no more than seven (7) days prior to the date of arrival. The name and address of the lab, where the test was performed, must be clearly displayed on the test result.
• Children under the age of ten (10) and pilots and crew of commercial airlines, who remain overnight in The Bahamas, are exempt from obtaining the RT-PCR test.
• Bahamas Health Travel Visa: Once in possession of a negative COVID-19 RT-PCR test, all travelers will then be required to apply for a Bahamas Health Travel Visa at travel.gov.bs (click on the International Tab) where the required test must be uploaded.
The cost of the visa will depend on the length of stay.
Upon Arrival
Day of Arrival: Rapid Test – All persons entering The Bahamas, at an approved Port of
Entry, will receive a Rapid COVID-19 antigen test.
If arriving by air, an approved Port of Entry will be: Nassau, Freeport, Marsh Harbour,
North Eleuthera, Georgetown (Exuma), Bimini (and Cat Cay) and San Andros (Andros).
If arriving by sea, an approved Port of Entry will be: Nassau (Atlantis, Bay Street Marina,
Lyford Cay, and Albany); Grand Bahama (West End – Old Bahama Bay and Freeport –
Lucaya); Abaco (Marsh Harbour Government Dock); Eleuthera (Spanish Wells Marina);
Berry Islands (Chubb Cay Club); Bimini (Big Game Club and Cat Cay Club); Exuma
(Georgetown Government Dock).
American Airlines has indicated that, beginning in late October, they wish to provide
each passenger traveling to The Bahamas from Miami with a Rapid COVID-19 antigen
test before boarding the plane. These passengers, along with the passengers of any
other airlines wishing to provide a similar service, will not be required to complete the
Rapid Test upon arrival in The Bahamas.
After Arrival
• Day Five (96 hours after arrival): Rapid Test – All persons who entered The Bahamas,
and who are staying longer than four nights and five days, will be required to take a
second Rapid COVID-19 antigen test. To be clear, all visitors departing on Day Five will
not be required to obtain this test.

Many hotel properties will provide relevant information on testing arrangements, while others

All persons on yachts and other pleasure craft will be able to make arrangements for their
required rapid tests at the port of entry or via the relevant website.

REQUIREMENTS FOR BOATERS AND BAHAMAS MARINAS FOR 2020Effective Tuesday 1 September, all incoming visitors must present a COVID-19 RT-PCR Negative (Swab) Test upon arrival. The RTPCR COVID-19 test must have been taken no later than five (5) days from the date of arrival in The Bahamas.On GRAND BAHAMA: International and domestic flights or sea vessels are allowed in and out of the island, as of August 25, 2020. Evening curfew and nationwide requirements still hold.While not closing the country’s borders to air or sea traffic, the government of The Bahamas now requires visitors arriving at any island in the archipelago to undergo a 14-day quarantine.Visitors cruising by private boat are permitted to spend their two-week quarantine aboard their vessel. Fishing is permitted daily from 5 am to 6 pm with boats of no more than 2 people, unless on a larger vessel and from same household.The emergency orders do require a 14-day quarantine even for inter-island travel if you plan to come ashore. During the quarantine period, or if staying for less than 2 weeks, boaters are not allowed beyond the marina premises for any reason while on land. ALL vaccinated visotrs can now avoid the rapid-test at entry to the BVI and the associated $50pp cost by having a 2-day Neg nasal PCR or Rapid Antigen test.
Unvaccinated children 17 and younger enter the BVI with the same status as the parents. If the parents have a 1 or 2-day test, then neither they nor the kids need to be tested upon entry. However, 3, 4, or 5 day test requires that everyone be tested upon arrival ($50pp and 20mins to get results).

President Luis Abinader announced this Wednesday night the suspension of all the restrictive measures imposed by COVID-19.
The president made the decision one year after the start of the National Vaccination Plan, a time he described as "a great collective victory."
With 5,844,147 citizens vaccinated with at least two doses of the vaccine against respiratory disease, 2,528 active cases, positivity in the last four weeks at 10.24%, lethality at 0.76% and a considerable decrease in hospital occupancy, these are the measures that from now on will no longer be implemented:
* Mandatory use of the mask.
* Presentation of the vaccination card to access public and private spaces.
* Restrictions in public spaces.
“After this long battle, we started to get our freedom back. From now on, we will all have to take care of ourselves, responsibly, but without restrictions, ”he indicated.
With the announcement of the president, the responsibility of taking care of COVID-19 acquires an individual character.
“The government did what it had to do to protect our people and time has proven us right in our actions against the pandemic,” he added.
In his speech this Wednesday, Abinader thanked the medical personnel who, since the arrival of the pandemic, have provided their services without ceasing to guarantee the health of Dominicans.
